What's a stress 'budget' here and why do you have to always come up with ways to keep people entertained on this tanker?

A stress budget is a thing I fill out because I do too much and wind up wearing myself out.

No. None of the sex part. Honestly the killing part is also probably bad. Somehow I feel the sex part is worse for your mental health though.
